The official Zambia visitor page says a Single Entry Visa allows the traveler to enter Zambia only once during the validity of the visa.
The Department’s Public Notice lists the Single Entry fee as US$25. Visa validity is the period in which the holder must enter; it is not automatically the authorized length of stay.
