The official VOA/Mission page says listed nationals can obtain visas on arrival at any port of entry or from selected Zambian missions, and can also apply online through eServices.

The visitor guidance refers to a physical host address, at least six months passport validity from entry and three full blank pages. Air travelers should have valid return tickets; land and water travelers should have enough funds for their stay and departure.
