Admission is decided at the border. Officers can assess whether the traveller is using the correct passport and entry basis, whether the stated purpose is consistent with the documents, and whether the traveller appears able to comply with the conditions of entry. A visa is not an absolute guarantee of admission.
Do not present a tourist route for an activity that requires another permission. The TDAC portal itself reminds foreign nationals that they are not allowed to work unless granted a work permit.
